Inner Sea GIS Project

This project has taken a few unexpected turns.
I spent a lot of time wracking my brain over the issue of scale bars. Almost all of the maps given in the Paizo material has a scale bar. Presumably, Paizo has the Inner Sea map saved in a way that allows them to capture regions and zoom in. One would further assume that of they were matched up in the right projection, in the right geographic area, that they would all agree. I have found this to be impossible to reconcile.
I have georeferenced the Inner Sea map many different ways now. I have positioned it in different placed and draped it over different projections.
I used simple ratios to see if the scales were consistent in the Inner Sea world guide. I found that the only way to make them agree is to pretend the world really is flat.
The end result is that if one was to georeference the map of say Irrisen onto the map of the Inner Sea, the scale bar on the Irrisen map will measure 178 miles instead of the printed 150 miles.
I have decided that for now I can live with that. I will eventually want to correct it. Any suggestions on how I might accomplish this would be welcome. I will try and produce some images to help illustrate the issue.
I have decided to work in Avistan for now, staying north of the Inner Sea itself. I have completed digitization of all the rivers and major forests. I am currently working on nation boundaries and the cities within each.
