Felimage Plug-in Not Found

Hi, so I installed the felimage plug-in for GIMP and when I went to use it I can't find it in the Filters window. I've tried Google and I've found nothing that's helpful/related - as the felimage-noise.exe is in the plug-ins folder in the GIMP folder. I'm putting it in the right folder, right? Do I need to extract anything from the felimage file? (I've tried that, Unarchiver didn't recognize it and Unarchiver has never failed me.) Or is there something else I need to do?

Any help would be greatly appreciated, as I'm trying to complete a tut. Thanks!

Nope, that didn't work either.

I'm on Mac and I moved it out of the Library folder and into my user folder, and then the Documents folder and it didn't work either time. Sadly.
