Is it a single layer you want to change the opacity of, or the entire image? Layer opacity is controlled via the layers dialogue (press Ctrl+L if it isn't already showing). To make an entire image semi-transparent ... hmmm ... I think the easiest way to do this would be to go to the layers menu and select 'New from visible', which will copy all that's showing on-screen into a new single layer called 'Visible'. You can then either hide all your existing layers so that only the 'Visible' layer is showing and adjust the transparency to suit, or, if you have a lot of layers, it would probably be easier just to copy the 'Visible' layer into a new image.

    Hope that's clear.
