City of Cade - Fantasy Map (+blueprints?)

I'm looking to commission a city map for a d&d5e campaign I'm getting ready to run. Cade is a city plunged into shadow following the death of its gods in the druidic wars 100 years ago. What was once the gem of a spanning empire is now a cesspool of greed and corruption. The power vacuum left by the death of the gods has left many parties vying for control. Patriarchal families, corporations, a corrupt elected senate, organized crime, guilds, and a police force that looks more like a mercenary outfit all rest in an uneasy and often shifting balance. Cade is a multiracial city, hosting humans, dwarves, elves, orcs, goblins, gnomes, and a scattering of other races. This is reflected in the architecture and construction of the city.

I'm thinking something akin to ancient rome population and layout wise (i.e. out not up). I'd like something complete (rough version) in the next two weeks - this could just be general shape, regions, black and white. From here I'd be willing to pay more to add color and more details.

Bonus - The group is going to be performing heists and similar type activities, so I was thinking of providing them blueprints (acquired from bribing the right city official). Is that close enough to maps to be of interest to anyone? Totally fine splitting these requests - having one person satisfy the main city, someone else working on the blueprints.
