It seems a bit blurry/fuzzy at full scale...Is this by design? OR a result of CC3 anti-aliasing?

I got lazy and did a .5 pixel blur over the entire picture to give it a painted on feel. I only used PSE7 for this map. I don't think I would ever use CC3 again.
