Photoshop pixel bender
I found this really cool plugin called pixel bender that you can download for free from Adobes homepage.
With it you can apply a lot of different filters. The most interesting seems to be the one called oil painting. It turns your picture into an oil painting. I attached a file where I applied it to my Drakonia map so you can get the idea. It seems to be a very useful for certain effects on maps.
Anyone else that has tried it out?

Looks like an enhanced Diffuse - Anistropic filter...which I use a lot to simulate painting. Guess I'll have a crack at this.

Map on the left is superior, is that after the pixel blender or before?
Pretty sure that's the before image.
I use the Oil effect in GIMP all the time. It has some settings that allow you to change how the end result will look based on brush size and so on. It followed by some other filters can give you watercolor effect that is pretty nice too.
