Both. It's one style of indicating water (you need to zoom in a bit on the link to see it). I think that the resolution of Sapiento's map might be causing it to show more strongly than in the linked map; he also stopped the lines after a little bit. The Society for the Diffusion of Useful Knowledge maps are pretty much in that style.

The moat areas might be a little small for that water treatment.

I'm talking about this^ Not sure what it is but the digital expand selection may make it looks odd (expecially where thin lines join on some areas)
Oh, there's water between the fortifications.

Oh that makes sense so (though the brown color doesn't help to get it at the first)

I have created two new versions which shows the water in a different way. Which one works better?

I like the 2nd one best.

The previous all-brown version was extremely confusing for me, in regards to what was water and what wasn't. But funnily enough, this new brown version (with just a faint green/blue edging) actually looks more like water to me than the blue one does. Strange... I also just like the look of it better as well. Love all the browns with just a hint of colour. Very pretty.

The second one is nice, though I'd change the green color on coastline, which is a bit confusing with the blue of waterline.

Some small edits on the map and a first idea for the border.

Compass and scale bar added. I think the map is finished now.
