Matthew's Map Projection Software.
You could do the same with Flaming Pear Flexify filter in Photoshop, but Flexify is pretty expensive, MMPS is free and MMPS really isn't that difficult to use.
So, I'm looking for a program that would let me take an equirectangular map and map it to a sphere, then reassign the position of the poles on the sphere and unwrap it back to an equirectangular format.
I was inspired by the planetary tilt scenarios on WorldDreamBank's Planetocopia (NSFW) and wanted to have a go at reassigning the poles and seeing what came out. I haven't been able to to find a program to do this, however.
Can anyone help me out?

http://www.users.globalnet.co.uk/~arcus/mmps/
and then i was NOT using the windows "cmd.exe" i used the bash shell on windows
but it DOSE work in the win7 cmd.exe
no idea if it will even run on Win10
but to take say 0 long and 180 long and reassign them as 90N / 90S will take a few steps
and similar to the examples on the third page
