    I was surprised reading backwards that I didn't find anyone else mention Google Earth.
    I've used it for years, taking my GIMP raster images and pasting them onto Earth, I can then Identify the cities, the trails, the points of interest on a the map and the user can zoom and tour the entire continent.
    If you learn how to paste over top of the high level images with higher resolution smaller maps they will overlay and add even more fine detail.
    I've actual created the forgotten realms (4E) in fine detail.
    If you want to look at this, go to Google (http://www.google.com/earth/) and install Google Earth, then go to my Google Drive and download the .kwz file (https://drive.google.com/file/d/0Bxx...ew?usp=sharing). Warning, this file is just over 70mb, so it will take a while to download, and Google's software will warn you that it cannot scan for viruses.
