I'm still thinking about the water levels to be honest - the ones in this map are totally arbitrary and I'm thinking of changing them (at least in this map, as the water here is meant to be relatively shallow) and the land has 13 levels in all, though the highest peaks won't feature very often and most maps have around 8 - 11 levels of height
