2D and 3D mapping for game world generation

i would love a tool that allows us to make next-gen google maps
of the worlds we create. the UI is clear and easy to use
(even if it disagrees strongly with max/maya/ue4 controls)

i guess Inkscape is the best 2D solution for auto-lod capability?
i'm thinking that actually mapping the terrain using a game engine
might be the best/fastest/most versatile solution available atm.

any insights?
