How about both?
Use the light version for the outer two cities, and the dark for the inner city?

I'm not going to post another poll, but here's the next question...
Vistralun, the Pentagram mega-city (I just learned the "d" was an error) is an evil city-state. Would it matter whether it was black or white, or should it be black because its evil... I'm just as fine as evil being white.
I'll commit to a proper mix once I sort this out.

I like the idea of the 'evil' city being white, it gives it the whole "seething, evil, mess under the pristine top coat" kinda feel.

I think your color choice depends on the aims for your map.
Realistically, the darker color would seem to make sense to me.
On the other hand, if you're going for a more stylized version, go with white, as it has more visual pop.

Yeah, that was the reason behind my Use Both.
When looking at the Dark Cities, I at first did not see the two to the west, only the Pentagram city.
Then when I looked at the white cities, I saw the other two, but visually it looked 'wrong' for the Pentagram city.
