Without the scroll
Rdanhenry,
Good points. Thank you for the constructive criticism, that really helps me know what I need to do to improve the map. I think I will try both ideas and compare. I had not thought of the lettering in context of the scroll - I was simply matching the color of the labels. Once I did the grass, the Wasteland really stuck out and I was not satisfied with it to begin with. I started working on the wastes in Sketchbook that did some more to it in PS. At this point, I feel very awkward working in PS because I am so unfamiliar with it and spend most my time trying to figure out how to do the simple things. I will be glad once I get past the steep end of the learning curve. Definitely better for somethings than Sketchbook.

Well, I suppose I am biased, but I think that is a great improvement. However, now that I can see it better, there appears to be something wrong with "9 - North Gate", possibly residue from an old element that was incompletely removed.
Good catch, rdanhenry. This map is on the back burner while I refine my PS skills. I am also reevaluating my whole process. Waiting to add all text until I get to the PS stage. Adding it in CC3 creates a difficult time revising. I have another, larger city I am working on and several more to do. As I learn more and my skills get better I will revisit this one periodically to put the polish on it. For now, it does serve the purpose of providing a reference for my writing.
I always do my labeling on a separate version of the image rather than my main map.
I have been learning a lot of things not to do by doing them, but I am learning.
