Strange rock formation spotted

On 30 October 2018, just a mile away from the small Harowin city of Black Rock,
on the Midnight Sea only meters away from its shore, local fisherman discovered
an odd formation of rocks.

“I saw it with my own eyes. Suddenly sky turned black and and everything
turned silent. Then out of nowhere those rock started to emerge from the bottom of the sea.
‘Twas terrifying, I took me boy, Jeff and we ran to the shore as hell was chasin’ us” - local fisherman said.

Soon after an investigation team from Harowin city went to the scene
to confirm those information. Heedless of all risk to their safety
they went close enough to thoroughly inspect the eerie place.
The rumors about it are already spreading across all Phantomnia country.
Pokemon invasion, the Ancinet Ones, end of the era, the greenhouse effect….
Those are some among many many more conspiracy theories.

“It appears to be nothing, but a solid rock, but we can not
ruled out anything at this moment. We still investigate the area” - inspector Jacko Lanter said.

The most mysterious is a strange signal that was caught by military
submarine “Creepy Reaper” around the rocks formation.
Country best cryptologists are trying to break the message for couple hours now.
They believe something must be hidden behind this spooky beacon.

The authorities released the code to the public in faith anyone and everyone can help decipher it.
