Hmmmm...I don;t know of any off hand beyound google earth,
I read over the list of software and I don't think what I'm looking for was in it.
Basically, I want to be able to put a map on a website and have navigation. Then allow people to log on to the website and view the map AND allow permissions to edit the map using placemarks, or pinpoints that open up some notes.
Does that idea make sense? Does such a program exist? I know google earth allows it, but that is public and I don't think you can have your own fantasy map there.

You can definitely do it using the googlemap api and your own tileserver.
here is one little example:

and another one to display large images/photos using googlemaps:

Since both of these use the googlemap api, you can use java to catch mouse click, add thumbtacks, etc.
