New making maps with software

In members’ opinions, what are the three or four best programs for designing maps?

For any particular style of map there is probably a set of three or four best programs but it highly depends on the map and style. Some are in 2D some in 3D some are ISO or persepctive. Some are artistic others are very technical. Some like the speed and convenience of premade icons and brushes, others tend to draw everything as a one off and have absolute control over the design. Then some are free with a certain set of features and others are expensive with other features. Often people use several apps to make a single map too.

The only way to really decide is to look at the maps you like the look of most (and have the best ability to make yoursefl) and then look at what software the artists uses to make them.
