Gulliver visited a floating city. The police seems to indicate bad rivers. So maybe its map something with highly improbable geographical attributes that could only be done with magic.
The previous hint would've made me sure it was going to be something to do with rivers. But now this one?
Okay, I'm thinking a globe map with an adventure plotted out on it?

Does make me think of Laputa, Castle in the Sky. In the movie, the bandits are chased by the army/police. I'd say, map a castle in the sky?
