This project is coming along really well... similarly to the others, I am a fan of the blinking icons (though they took a while to load on my other machine). The border could use a little more character if you end up having the time. Good luck.

I would add at leats a box/legend and maybe change the frame colour? A too much bright blue for my tastes.

I've playing a bit more with the animated map concept. I've tried to render the ocean waves but it was a total faillure, so instead i've tried to focus on the trajectory of missiles to the major cities. I'm still not sure of what i'll add, playing with gif is a new game for me

The animation aspects of it are impressive! They almost draw my attention away from the excellent icon and border work you've done. How many frames do you have for this? My only other suggestion would be to add in an animated "Doomsday Clock," maybe in the upper-right-hand corner?

On this one i use 6 frames, if i use more the file became too big.

Yeah, that's the tricky thing with .gif files that I've found: file sizes explode for big images with lots of frames. Frankly, I was very impressed that you could do a GIF of this scale at all. My biggest GIF to date was this shiny sword. More frames, but much smaller, with a single animation effect. Given the complexity of what you have already, I hope my suggestion doesn't mess with your file size. Then again, considering that the doomsday clock is currently at 3 minutes to midnight in real life, you could probably squeeze in what you need in 6 frames.
I would also suggest that you vary the duration of some of the frames, lengthening the beginning and the end frames, whilst quickening the "missile flight" ones. That would give me as a viewer a bit more time to appreciate the prettiness of the rest of the map without the rather-distracting missiles flying. This would, however, mess with the "pulsing logo" thing you have going on, so I guess it comes down to a balancing act.
Great and fun map !! But missile launches and nuclear detonations seem more like a "HOT" war than a cold one!

And Yep lolatsea, the end of the animation is maybe a bit too hot for a cold war ^^
Here is an update with some borders and reworked explosions (i used the halo effect in photoshop mixed with color). The final step will be to add a legend and a doomsday clock.
