When you open the drop shadow dialog you'll see that the top two sliders are for displacement values in the x and y directions. Set them to 0.
If you decide to use the drop shadow technique you might need to duplicate the drop shadow because all that will be visible of it is the blurred edge
I'm busy saving a really big file at the moment and can't interrupt to get a screen shot for you. (not even sure if I remember the order of the sliders right actually)

For the glow around text in gimp, I normally make the text into a selection ("alpha to selection" on the menu of the respective text layer) and then "Edit>Stroke Selection... on a new layer below the text layer with any brush or brush settings you like (preferrably something blurry if your going for a glow effect. Its more controllable this way
Btw. the green farmland lines look a bit off indeed. Maybe less saturated and more yellow into the green.
Haha, totally Ninja'd ... well in Inkscape the glow should be no big problem i think? Iirc you can change the lines or glow around the text directly in the menu of the text object it is called "Kontur" in the german version of Inkscape. I don't use Inkscape much after i established my workflow in Gimp.

It's all my fault Mouse! I colored the map with gimp, and I forgot to tell anyone I labelled with Inkscape! I'm the one who's wasted your time! plus, you've helped me with Gimp loads of times before, so of course you'd expect me to still use it for labels!
