Hmmmmn.... that's a really difficult question. Colour choice is very much a personal thing. Where I prefer the red border because it contrasts nicely with the overall blue-green of the map, another person might prefer not to have such a distracting bright colour around the otherwise relatively peaceful colours of the map.
Its the one question I really can't help you with - and which you could really do with having quite a few other opinions to answer.
What does the author think?

Well... you could always make two colour versions and hide one or the other, to keep your options open while everyone else has a chance to make a comment? I know its extra work, but at least you don't need to make a decision straight away.

I've just finished the labels meanwhile... So it's pretty much over : just the question of the border to solve, and work a bit on the border to give some relief...
