Create a new empty/transparent layer, then copy/paste the parchment image onto the new layer.
I have created my first real map, I almost finished it, but there is still to create the index of places. But I just don't know how.
I have found a good parchment in which I want to include the index, but in using PS, I don't know how to "add an image as a new layer" as in Gimp... Does anyone can help me?

Just a word of advice - if you plan to do a number of maps (in similar style), you should build your map key as a separate image, so you can paste it into any of your maps later (and keep the resolution fairly high, so you can scale it).
The two ways I typically do it are to use File > Place... or open the file I want to import, and simply use the move tool to drag it into the working document.

And one more question: When I add this key on my new layer, is there a tool to change its scale and replace it exactly where I want?
Ctrl-T will activate the Free Transform Tool. To constrain the rescale to keep the proportions, hold down Shift while dragging the corner handles. If you want to skew, hold down Ctrl while dragging the corner handles.

And another question : is there a way in PS to do as in Gimp and make a text follow a path?
Yes....but depends on the version you're using.
I use CS4 - Draw the path using the pen tool. Select the text tool and hover it near enough to the path so the tool-tip changes. Start typing.
