Hey guys so im trying to make an Atlas styled map that is from this guild, theres a youtuber and a document that takes you step by step on how to make a cool map in Photoshop. So im on step 212 for the borders, my borders are good there are no gaps and they reach the sea but they still dont work, for the life of me no matter what i do i cant get the magic wand tool to select the country border and not the continent. My friends have been having the same problem, everything in the tutorial up to step 212 works perfectly and yet for some reason the wand tool just wont register the borders, is it something to do with the newer Photoshop versions? Please i really need help with this i have no idea where else to go for help on this.

I haven't looked at the tutorial, but I'm guessing that your problem is that you haven't hidden the layer with the continent before you use the wand tool. In Photoshop (at least CS3 which I use) it doesn't matter if the layer you are working on is the chosen layer, or the top layer, the wand will still choose stuff on other layers if they aren't hidden. Try hiding all layers except for the one with the borders (because you do have them on a separate layer, right?). Then it should work.
As an alternative, you can choose all pixels on a layer by holding Ctrl while left-clicking the picture of the layer in the layers pane, so by doing this you can quickly choose the pixels of the borders (again assuming you have them on a separate layer).
