I don't know Procreate. Buuuuut.... I have Braun and Gombout. They're designed for PS - but I provide transparent PNGs so you could extract from those.

That said, I think there's a way to use ABR files with Procreate, I just don't know how.

Most people don't use brushes for city fill. Either they hand-ink, vector shape, or use the Campaign Cartographer city builder plugin (a program and a secondary purchase to add to the program).
