I will take a look at theming vBulletin and see what it requires.
I am mildly tech savvy so perhaps it's within my sphere of skills.

I'm thinking about running a contest or something...but I figured I'd put out some feelers first. Would any of you artisty types like to contribute to a bit of a theme redesign here? You can get all the information you need about making themes for vbulletin at vbulletin.org, and maybe even download some existing themes to get some ideas on. If you'd like to help out, post here! I'd like to stick to the same sorta color scheme, but can be convinced otherwise.

never used "vBulletin" but i have done standard CSS and html/php
along with gtk and QT for desktop managers
now i do like using "dark" themes

If someone has more knowledge of what needs done and just says to me - hey, I need this and this graphic work - I would be more than happy to help there.
I tried looking over what would be involved in theming it and it wasn't helpful to me.
So if John knows more and just wants any graphic help from me, I would be happy to assist his lead [if he needed it].

that i can do tonight
but doing a full theme , that is likely a lot of work ( but not always)
css's can be used to do a lot , and the coding for that is rather simple
you want the colors about the same
a golden color theme ( i am using the default for the site )
the easiest thing to do is
pick a layout you like and then edit the colors

I wanted to do something a bit more graphical. Right now the sites colors are what I really like but interface wise is a bit too simple. It's mainly just drop shadows and gradients. That's kinda boring to me for a sci fi fantasy geared site.. I can possibly make arrangements for a test bed if you'd like to give it a shot but tomorrow I'll post some really cool examples of a well themed vbulletin.
