Given the names of the files, I'm guessing these were created for the Dundjinni forums? Have they already created multiple colored versions of these?
All this talk about rivers and water travel reminded me about these items I had created a while back.
Enjoy.

Yep. I bade them for the dj forum from an art request.
No one coloured them, but I did my own varients in wood (grabbed them from the dj forum, as I seem to have lost them locally).
Also made one with semi-transparent ruby blades and precious metal connectors...

We need a map of the Mississippi documenting the travels of Tom Sawyer and Huck Finn. And this is a perfect start....or maybe a western map with some riverboat gamblers!
LOL That shaft is about to break I think... LOL
Actually, now that I think about it I don't think the paddle wheel will suit quite right... I was actually thinking that this would be great for a mill's water wheel, but after looking at a few pictures, not so much, as they all seem to have more of a bucket paddle.
If the sluice was built properly, it really would not matter. As long as the vast majority of he water hit the paddles solidly and with force, then it would turn and do it's work very well. Now.. if the flow rate is fairly low, then yeah, it would not be enough to work well.

I think that is probably the reason they tend to be more bucket like allowing gravity to help move the wheel as well. Plus I doubt the shafts use ball bearings in those old mills so there's probably quite a bit of friction to overcome.
