I'm a beginner when it comes to technology, so much in fact I can't find the button to find the part of the forum where you can see all the different post!an i dont want to spend money for a program I might not be able to use! So if anyone has any ideas of what I can do that would be greatly appreciated!

GIMP is an open source image editor similar to Photoshop, except that it's free. Inkscape is an open source vector drawing program similar to Illustrator, except that its free. GIMP has lots of users on this board, some Inkscape users and there are many who do some operations in vector, the majority is done in an image editor, and labels and borders are easily finished in a vector program.
Regarding paid-for software, most applications come with a 30 day free trial downloads - go download one software and spend 30 days experimenting with it, use the tutorials on this site to hand-hold you through the respective software and get you from start to finish. Try several varying tutorials so you know how to make a variety of map types. Find out what you like, find what comes easy to you, find production processes that work for you. You will only learn this by taking an effort and trying to use the software and use tutorials to show you what you need to do.
You seem to have plenty of computer power to use any of these applications.
