Very cool idea! I look forward to watching it develop.
In the midst of the library on the route to the Hall where Cartography Masters review the maps of there apprentice,
between the doorway to the hall of the drowned maps (boots required) and the futuristic illuminated pillars of the Cyberpunk maps section.
There is a narrow staircase that winds and twist down into the basement.
If you follow it down you find a locked iron bars door that gives access to a small office room with a desk at the opposite wall.
As the chair turns around you are greeted by the slender kobold eager to meet his guest.
His name is unpronounceable as its in a ancient lost kobold tongue so he goes with every name that starts with a "O" like Oscar or Olivier.
While Oscar walks up to the door with a grin that shows his pointy teeth behind his dark black lips his fingers unveil a large key ring from his belt.
Fluently like its his second nature the key is selected from the bunch and Oscar will welcome you into the "Department of Forbidden Maps".
If its your first time down there Oscar will explain that there is no "map" in the kingdom of Cartographer that is considered forbidden.
But that he is in charge of maps that have been given the classification "forbidden" as these maps:
"May harm the user or others because of curses or the imminent danger of the knowledge that the map holds or reveals"
Examples would be a map of "The Nameless City" that was deemed to detailed to be included in the Necronomicon since it showed the way in and out of the city.
(instead a list of neighborhoods and their general cardinal direction was included)
The lairs of protected, almost extinct mythical beast that when disturbed would wipe the population of multiple planets.
Or the maps of diseases that are lost in time, from the first cave or slaughterhouse where they infected 'victim zero' to the reach it had when it burned through its kindling.
And a interesting example that makes up a big part of the collection: the side effect of mages and other occult groups "mapping" their diagrams and ritual sites.
(including the markings, rituals and the spell on the same piece of parchment)
After this explanation Oscar always smirks as he seems to check if you are really ready for the forbidden knowledge.
Then the time comes to state the reason of your visit: the map that you are looking for.
Don't forget to add as much detail as possible to make sure you wont see the wrong map, as this might have consequences.
This usually also means that you put a few gold coins or a bottle of liquor on the desk to "speed" up the progress.
Oscar will sit down and search through the grimoire of his own making, filled with information about and details of the many maps that he studied.
If he is able to narrow your answer down to the specific map the many pages with the layout of the department is consulted to find the location where the map is archived.
After which you will be invited down one of the two entrances on the left or the right of the room towards the location where the map is stored.
I will present a map of Oscar's desk as I think Oscar would be flattered and there are always maps on his desk to study.
